Need someone who can easily woking with CSV files

Hi i dont know if im the right forum but i need somone who can work with CSV files to put it into a webpages....

I already have the model etc.... but i dont know how to use the csv files and i dont know how to use a DB.... but i know if you know how to use it you can create something really cool and to update the website you only have to upload the csv files and everything is updated... records- stats - attributs - boxscores etc.....

If someone could hlep me with that i will really appreciated. We have th space we have everything but dont understand how to read the csv and dont have the ability to work with a DB.....
