League leader tied with no playoffs, no tie breaker

What's the official way in which OOTP handles the end of season in which two teams are tied, playoffs are disabled, and no tie breaker is also unchecked?

I ran a scenario to test this, and OOTP still declared one team the champion. I wasn't sure what to expect (I guess co-champions), but no, OOTP picked on the two leading teams to be the champion.

I *think* this on runs scored (as in whichever team had the most), but I'm not certain.

Am I right?

IIRC, I think it is Head-to-Head and if tied there, it is Runs Scored. I don't know for sure.
