Unable to load world template file

I've purchased OOTP 22 yesterday on steam but I can't start a new game because this error shows. I've tried everything I've found on forums about this error but nothing has worked.

Somebody help, please...

Completely close Steam

Shut down computer

Poor yourself a drink

Start computer and Steam

From Steam uninstall OOTP

Close Steam

Take drink

Restart computer

Take drink

Start Steam, redownload OOTP

Take drink

Start OOTP
