Force Trade greyed out?

Hi all,

New FHM 7 player here. I was playing FHM 6 before this. Anyway, I setup a custom league and I'm running in Commissioner Mode to get things setup the way I want. I noticed that when I tried to make a trade, the Force Trade option was greyed out for me...even though I am in Commissioner Mode. This used to work fine in FHM 6. How can I get this to work in FHM 7?

Nevermind...I think I figured it out. This was a trade that the AI initiated with me and then I modified with the "Discuss Trade" option. If I initiate a brand new trade, the Force Trade button is available.
