Physical play in Historical

Is there someone who can tell me if the physical play can be a viable tactic in historical games?
I mean in lasts versions of the game, even if you choose to put at maximun checking and Agg in tactics with the 74 Flyers you will still see no players over 200PIMs.(I did a lot of testing about it and almost never obtain more than 200 PIMs for Schultz!).
Is the tactical roles goon and enforcer can be noted higher than Agitator? In 6 others roles than Agitators was never use by AI.
For me this apect is realy important for the immersion. A confirmation that is beter now can make a differance for my decision to buy FHM7.
