Why is my owner refusing this extension?

I don't understand why my owner is refusing these 2 contract extensions.

I seem to have the available budget available.

If I remove the 3rd year (1996) of the first contract it goes through.

Your payrolls seem to be rising rapidly the next few years, so I'm guessing the owner doesn't like where those extensions are putting your 1995/1996+ payrolls.
