Advance scout

Can someone tell me how one would go about maximizing the team's advance scout?

I have one assigned but do not get any reports about the opposition.

High Evaluatin Abilities rating, based in an area the league is in. He won't send specific reports, but he scouts everyone on the active roster of each team you play. His contribution to the rest of the scouting is also halved.
