Missing Picks in Draft

Hey, I'm wondering if I've messed up something in my league financials. It's set to 2012 CBA (QO/first round). But the way the draft is showing up is that there are only 21 picks in the first round (there are 28 teams in the league). Then 17 in the supplemental round. Then 23 in the second round. Then it goes to 28 for later rounds.

Looking at it closer, it seems like what is happening is that when teams sign an FA who got a qualifying offer, they lose their first round pick but the other team doesn't gain it. I'm wondering if I've set something wrong in the league financials or how I can fix this, since it doesn't seem to be a known bug.
