Question on commissioner mode access

PlayIng in a solo league Historical start 1960s

I dumped all the players and redrafted. I choose the wrong player for one team. Last version I played I could draft the player I missed later in the draft and use commissioner mode to force a trade. So trying to get to commission mode.. I am having issues accessing it.

I choose commissioner mode upon start up
I look at managers office > managers options and the box is checked but I can’t force a trade Or see any evidence that I am the mode.

Even as commissioner you need to "Act-As" a manager of one of the teams in the trade to force.

You can also line up the trade in the trade screen and hit "FORCE TRADE"
