Every Coach's Development and Relationship Metric Rated "Poor"

As the title suggests, encountered a bizarre bug when starting up an Expansion Franchise. I went into Personnel to hire a Manager and Assistant GM and literally EVERY single coach -- manager, hitting/pitching coach, GM, scout, etc. -- all 17 pages of it (!) had their Development and Relationship metric as "Poor".

This is obviously game breaking for a startup franchise. Any solutions around this? I'm not sure which numbers to edit within each coach's profile and would rather not have to do this.

I should also point out that I'm on a Mac (Big Sur) and not using any Mods.

Do you not have any players on the team yet? I suspect that that's the case, and if/when you add players, this will change.
