How do i go about expanding the playoffs in OOTP like they did in real life with the extra wild card etc

If you have "Automatically Expand League" (which should be labeled "Enable Automatic League Evolution") checked, it should happen automatically.

You can find this by clicking the Game dropdown, selecting the League Settings tab, and then selecting the Historical tab. It's under Historical Progressing Settings.
