You definitely want to prioritize Contact over power. The game is set up to reward contact much more so then it does power. Pitching is a little trickier, but from my experience control becomes the most important aspect of pitching at the higher levels. You also can not completely ignore movement. A pitcher with 120 stuff and 80 control, but only 65 movement will get shelled in the upper levels. A good example of that is Tanana who routinely has an ERA over 5 even in gold. He gave up 45 home runs for me one year in a neutral park. Pitching too also has a ton to do with defense. You need good range especially at 2nd, SS, and CF. One of the more effective affordable pitchers is SE Maddux, but he is an extreme ground ball pitcher, so you have to have a good defensive infield to take advantage of his abilities.
Edit: I should mention as far as offense goes, Avoid K is critical as well. A guy like Cy Seymour has elite contact, especially against righties, but his low Avoid K rate severely limits his ceiling. He strikes out between 170-200 times a season in gold.
