I, on the other hand, "dread" the idea of seeing some of those rats' nests in-game. But I agree it would add some accuracy especially if there were Oscar Gambletacular afros available!

I believe that the issue with hair is that Facegen is available in two versions: the free version and the licensed version. OOTP uses the free version. Hair is available only in the licensed version (that's why everyone wears a hat in OOTP - even the executives). So OOTP would have to pay for a license in order to have hair, and I remember the developers once saying that the license would cost too much for the slight improvement it would provide.

The interesting thing about that middle card is that it's a fake. Not the card, the photo. You can see that the Yankees cap is a drawing and so is the pinstripe uniform. Topps printed its cards prior to the season, which meant that, before the 1976 opener, it wouldn't have had a photo of Gamble in a NY uniform. So the art department did a bit of magic and transformed an Indians cap and uniform into Yankees livery. The fact is that Gamble had to tone down the 'fro to fit Steinbrenner's rather strict appearance guidelines, as can be seen from this genuine photo of Gamble as a Yankee

Also you wouldn't get that many created by the users since I'm sure most of us who create all their facegen use the free version.
