Minor League AI Failure

This is the third time I've tried to post and get help with this but can't seem to find the right spot--and because of the way I play, this problem makes the game basically unplayable for me.

I run a fantasy league, monitoring the full minor league but leaving day-to-day transactions with the AI. Recently, the AI stopped performing properly. Players who are almost major-league ready are assigned to the low minors (including Short-season A).

I reset a league to when the AI functioned properly and watched it work fine until opening day of the following season, when it collapsed again. I then uninstalled the program the imported a quickstart game and ran it for 40 seasons. Then, after managing a team through the offseason, when the league hit preseason, the AI freaked out, though this time instead of the whole minors being weird, it seems like it's only having trouble with players in AAA and SS-A (see attached image).

As I said, this ruins player development and makes the game basically unplayable for me. I've checked the minor-league player-creation modifiers and they seem fine. Any ideas would be appreciated.

yes the minors are a mess. i find every preseason i have to manually fill the rosters of the minor league teams, making certain they has enough pitchers and players for each position. don't like it especially, but it is what it is until the minors get some priority and fixes. i just figure that's two days or so i do editing work and not play the game.

Do you have any other minor league roster requirements besides size?

I posted in the bug reports thread on this just now as well, but it would be helpful if we can see your league.

I'm pretty sure there's something more going on here, probably settings related as under normal circumstances this doesn't/shouldn't happen.

So it would be helpful to be able to see see the league files themselves so we can get a better idea of what might be causing the weirdness.
