Steam - Preparing to launch loop

I have the Steam version. Trying today to start the game and I'm getting a Preparing to launch loop failure. I've been playing for months. Haven't played in a couple days. Tried another Steam game that worked fine. Anyone else have the same issue? I've also reported to Steam.

If you restart your system (and/or the Steam client) does that fix things?

Restarting the Steam client did not work. I did do a Windows update (and then Steam did an update) and now it works. I don't know which thing fixed it.
