Late Season, Scouting Accuracy "Average" Across Organization

During the year, I had a mixture of scouting accuracy but I made sure my major league roster and international complex was at "Very High". Suddenly, I just reached August 27th, and everyone's scouting accuracy across my entire organization (Majors, AAA, AA, A, R, Int) is set to Average.

I'm guessing this is a bug? Or is this a reset of some kind? Or did I set something incorrectly?

Maybe you've spent all your scouting money?

Suggest asking for reports on important MLB players.

It seems this was a refresh issue. When I re-started the game, everything returned to normal.
