Contract/Cap Issues for Players Modifying Cap

I've played more than 20 cumulative seasons in FHM6, and I've raised the NHL salary cap every season (typically around $2.5 million) as I considered would be realistic.


I've noticed two issues - sometimes, when I raise the cap (and/or the floor), the cap hit on the players on my active roster is reduced (it looks to be around 10%). Now, this is great for me, but it is also highly exploitive. I don't know if this is tied to increasing the cap or the floor, and it does not happen every season.


Second, because I'm raising the cap, players are asking for more money. This is fine, except that top-tier amateur free agents (usually 3.5-5.0 potential college players whose NHL rights have expired) sometimes ask for $1 million+ contracts, but I only have the option to sign them to $925,000 ELCs and so these players never sign with me.


Is there a simple solution to either problem beyond not raising the cap?
