What decides whether your team falls in AC or NC divisions ?

- In real life : Geographical location in the USA ?
- In OOPT_PT : Pure randomness ?

I'm in England, normally placed in NC but this season i am in AC.

Same. Was in NC and this time in AC. Hence my question. I live in Bulgaria (but I'm French)
