College League set up question

Hey guys! NCAA Tournament has gotten me in the mood to try and build a college baseball save. I've done this on ootp15 in a very rudimentary way, so I know it's possible but I've hit an issue.

So how I imagined this working is create conferences at once before starting the game, then with the bunch of free agents, the teams fill out their roster based on the Age 18-22 rule.

However what's been happening is after I set the roster rule and eliminate finances from the teams, everyone has 2-5 players and can't sign the players who fit the criteria because they want millions of dollars. to make matters worse, when I set "fill roster with fictional players", it fills the reserves with players who are older than 24.

I'm not sure what's the issue there. Thinking about it after I called it quits last night, is there an option in advanced set up while creating the league that allows you to set the age limit there that would delete these old dudes?

Any help is appreciated, or even better a quickstart for OOTP 21. The one i've found on here was from OOTP 19 and couldn't work.

I think the thing I want to try the most with this is separating the conferences up and having the NCAA as an association & Tournament. I've also been updating and fixing some logos while watching basketball, so I hope my weekend wasn't wasted!
