Scouting budget question

I posted this a while back but it was worded funny. Hopefully this is better.

My scouting budget screen says that because I'm over my main budget the scouting budget is limited to half the league baseline. I'm at January 26 in the season and I've tried lowering my Player Development to bring me under budget but the message remains. Will Scouting Budget stay at half the league baseline until the season rolls over next year or is there a way to get my scouting budget back to normal for the coming season?

I'm stuck and don't want to go further into the season until I have this resolved so any help is appreciated.
