Not sure if bug: independent league as feeder not signing FAs?

I've been playing around with an *** quickstart that includes feeder leagues, like the summer high school tournament at Koshien and the Tokyo Big6 league, and I wanted to try and add a few industrial league teams.

Players who don't get drafted out of high school or college would go to these, and are then draft eligible by the ***. (the other Japanese independent leagues, the BCL and SILP, can also be drafted)

The thing is, each time I try this out, the independent league stops signing free agents, so college players who don't get drafted are just languishing around.

Is this something I'm missing in terms of setup, or is this an undocumented feature of having a non-HS/JuCo/College team being defined as a feeder?
