Game ignoring max roster age

This seems to have developed over the past week. Game managers are signing players that are over the age limit. I have ran 4 seasons and it was not an issue for the first 2 or 3. The only change I made was creating associations. I tweaked association settings not realizing it was overriding the individual leagues so I had to correct everything, including rosters with players beyond age limits. Anyway, for subsequent associations I didn't touch any settings. But again the age limits are being ignored.

I removed one of the associations, and left two intact. Then I ran a full season. At the end of the season the age-limited league removed from the association had all players within the age limit range. The age-limited leagues within respective associations continued to ignore the age limit. Seems to be associations.....

Even more, I have over-aged players who are all-stars in the lower level leagues signing minor league contracts to remain in the lower level league.

I uploaded '! over-league-age-limit'. However, I notice that now it is not just ignoring over-age but also under-age limits. Except for one league. And they are all configured the same (I think).
