what else?....rarity?.....popularity?

I think your question is what determines price rather than what determines value. The value of the card is determined by the ratings. The price is a totally separate thing and is determined by a number of factors, some you mentioned - which include the card ratings, player popularity, inclusion in missions, being a key card for tournaments, whether it’s been mentioned recently on the forms here, and probably other things.
