I'm just curious why the scout will randomly scout one player from a team, whether its an A level team, or a foreign team, or a pro team. I'm assuming the thought is the scout is doing this with video, but it just seems way too random for me.

It would make more sense if a whole team was scouted, going off the concept that a scout was at a game scouting. Why would a scout go randomly scout a half star, A level player? Or even scout him using video?

Also, I think major league scouts should be scouting in division, and within league more often than out of division or out of league.

The scouting system doesn't really make much sense to me, and I don't know how much thought was really put into it.

Maybe someone could clarify?

Yes, I have always felt the GM should have macro-control over scouting in the sense that you would be able to instruct scouts to grade not just specific players, but also specific leagues and teams also. To me this would make a lot of sense proving the AI would be doing the same.
