Eddie Collins or Kenny Lofton

I have been trying to save up around 25k for when a 95 Eddie Collins comes onto the auction house, but I am also looking at the 87 Kenny Lofton, which is on sale right now for 12k/13k. The Lofton would replace Scott Posednik in my lineup at right field, and the Collins would replace the abysmal SE Ian Kinsler and Live Kolten Wong platoon at second. My team is primarily focused on stealing, with the secondary considerations being defense and avg. What should I do, and are there other relatively cheap gold and diamond cards you can recommend for base stealing?

With the new Negro League cards there are so many great baserunners. Settling for Lofton seems like a marginal upgrade when you're looking for a long term one.
