Minor League FA's sign, then reappear

On the Salary Arbitration page, Pending Minor League FA's:

I'm offering MiL extensions, which are accepted in a few days, and show up in the Transaction Log. A day later some, not all, of these players are reappearing in the Pending Minor League FA list.

I am having this exact same issue - I remember having it too in OOTP 19 -- I am wondering if it is because these minor league free agents can only be given a major league roster spot because of the time they've been a minor leaguer?

I found a bit of a work around to the problem.

If you go to the Front Office screen, and upcoming free agents and use the ACTION tab, there is a choice to 'offer all minor league free agents minor league league contract extensions'. It means I will have to go back and cut the ones I didn't want to keep.

Now I have three messages over three game days from the same ml FAs saying they are happy to sign the contract and stay in the system, but only one removed them from being listed as a minor league free agent on the Salary Arbitration page.
