Trading with CPU in Online League

I started a new league with some friends, and we can't figure out the best route for trading with a CPU team.

Whenever someone goes to offer CPU a trade, about 95% of the time, no matter how lopsided the trade is towards a CPU team, "submit offer" is greyed out. Occasionally someone can get "submit offer" to become clickable but then later, that same exact offer might not activate the button again.

Is this something with the trade AI settings? Is it best to just have users submit their offer to the commissioner and then have him force the trades to go through manually?

I'm having the same issue as well. Have you figured out how to accomplish this? Seems like it should be an easy thing to fix, but I can't figure it out.

Only the Commish can complete trades in an Online League.

Owners submit trade to Commish, he actions it next sim, then when owners download updated file the roster changes are done and they can set their lineups again.
