Feel like this has always been one of the biggest mysteries of the game for years. No one has ever been able to give a straight answer if your budget really makes a difference. I've always been curious as well.

I always keep mine higher than the league average. Maybe like $16-18M. No clue how it affects their development.

I usually have decent success developing young players so I guess it works for me.

I have yet to play as anyone else other than my beloved Cardinals, so I usually just set the budget to 18 million. Since I can afford it. I also can't say how much it helps but oh well. Money is rarely ever a issue for me playing as cards so idc.

It would be nice if someone from OOTP could explain the feature. After all it has been years and I am starting to think it is just a ruse. I have in past version upped it to 40-50m and lowered it to nothing and have not noticed a difference. Maybe this version is different.

It helps.

The more money the better your chances of developing players. But it’s not guaranteed or have an astronomical effect. You just give your organization the best resources to develop players.

Buying a load of lottery tickets doesn’t mean you’re going to win the lottery...

To answer the OP question, it’s up to you how much you want to spend. You should consider things like how much budget room you have, how good are your staff at developing players. If your staff is not that great, you might want to consider spending a little more. there isn’t a magical number to set and forget. There are so many other factors that influence development. Also don’t expect to spend over League average for the year and see instant results and don’t focus on 1 or 2 players to see the effects.
