Is base running fixed in 2021

As I am currently house bound for at least next two weeks here in Illinois, so I figured I'd spend a day trying to play as many games of my St. Louis River Walkers franchise as I could.
We're on our 2026 season, a franchise which I began back in January of 2019.
We went 6-7, I play out every game from start to finish using 2020 OOTP, the franchise began using OOTP 2018.
Anyway, my biggest complaint has long been probably base running, especially stealing.
It seems like 75 percent of the time when I attempt to steal, my base runner, no matter his ratings, just retreats to the bag while often times my opponent is running the bases like it's a track meet.
Is the 2021 OOTP version any better?
I plan on switching over once I wrap up my 2026 season.
We're in late August and in first place in a tight division race.
Anyway.
My biggest hope is we all come out of this ****storm OK, and at least we have this tremendous game to keep our minds occupied.
Keeping playing, stay safe and stay sane.
It's going to be a challenge.

Agreed. Stealing did seem much easier in 20.
