I was not thinking and uninstalled 20 prior to installing 21, so is there anyway to retrieve the game i was playing in 20 to import into the new game of ootp21? or do i need to start over?

The data files should still be there, so running the OOTP21 import you just need to navigate to find the directory where the files were.
