Game window cannot be moved?

With OOTP4, I could move the game window to the bottom or top, left or right of my computer screen. This allowed me to have notepad or Excel open so that I could be making notes or whatever while seeing the game information. I simply grabbed the window title bar and dragged to where I wanted.

OOTP5 does not seem to allow me to move the screen around. Is this related to the "No full screen issue", or is there maybe a setting I have wrong?

I believe that it is related to that issue, but not certain.
