Injuries

I'm trying to turn them down a bit because my entire defence core decided to get hurt all at once. Its like they were in the same car together... anyway how can I turn this down? Rules are grayed out and I do have commish on.. is this a July 1st thing?

Edit: NM Adam went over it in the twitch stream two days ago.

Does the Injury file work? I would like to increase injuries.
