Cant download new online league update..

Im having a problem that has nothing to do with my connection. I tested my connection it sits at 250/35. When I click download new file it sits at 0 for about a minute then goes up by 4. Takes about 20 minutes to reach 100% then says "Error: could not load file". someone please help!

email me if you have a solution fahie.brian@gmail.com I have tried to re download the file and account dat file. I have no other solutions.
