How do you buy points?

I added funds to my Steam Wallet but when I try to buy points it tells me that the Steam purchase cannot be initialized.

What do I have to do to buy points for new packs? Is there something else I have to do in Steam?

No, that's how I buy points...make sure you enough money in your steam wallet to cover any taxes if needed.

Weird. I added $25 to buy $19.99 worth of points.

Maybe I'll just get out of everything and log back in and try again to see if that works.

The Steam overlay has to be turned on.

Thanks. It is enabled, but from browsing different posts on this same issue it seems like the fix might be to just wait it out, as sometimes this happens.
