How do you create neutralized stats for imported players?

You have to have your game set to use neutralized stats rather than real stats. Game Settings > League Settings > Historical > Historical Player Ratings > Base Ratings on...

Then when you're importing you have to also use neutralized stats rather than real stats in the importer. I think it would probably mess things up if you used real stats in your game, and neutralized stats for your imported players, so that's my suggestion.
