Can't download to preferred location

I bought OOTP 19 through steam (and 16 and 17 and 18) and I've had this problem in all of them. I download them to my external G drive and then when I launch the game everything is saved to the C drive. I never ever figured out how to fix this problem. Well, now my leagues are so big that my C drive just can't hold them any more and they need to be on my G drive. So how do I download the game and the OOTP Developments folder to the G drive?

What I am trying now is selecting my normal folder for steam games on the G drive when I install, but when I launch the game and it is loading in the other folders it is automatically created on the C drive and will not give me a choice.
