Low positional rating in feeder league

In my feeder league, there seems to have a lot of positional players that have 1 at positional rating and I just want to know if its normal? Is it because they are very young an at 15 they will start playing at some positions and learn quickly?

A lot I think would be 3-5 stars prospect but it seems that because they have a bad positional rating they are not valued that hi. And because of that, I become with a first round of almost just SP drafted every year.

Any idea?

And I don't know if its because of this (the fact that position players have poor rating at their position, so they are 1-3 stars instead of 3-5) but look at how the draft looks year after year, its really killing the immersion...

You can see that you have only SP drafted and 3 first basemen
