Expansion - What Works Best?

What's the most number of teams you've ever had expand in a year in a historical league?

I'm pondering a new random debut league, and trying to figure out how I want to set up. Likely start with 24 teams ('71). I'd like to either go 6 divisions (3 per league) or 8 (4 per league) and expand 6 or 8 at a time to maintain an even number of teams per division.

How diluted is this going to be in the expansion year - are there issues with full rosters? Anything to look out for that you vets have experienced?

I don't know much about these questions as I always allow the game to expand as it did. I think 6 or 8 will dilute the talent pool too much (there's a reason why the most MLB has expanded by is 4, and they only did that once). I also know that you will start off with 44 players per team, so you might want to hold off quite a while if you're going to expand that much in one fell swoop, or expand two at a time after a reasonable amount of time has passed, with a reasonable gap in between to avoid incomplete rosters. That's just my inexperienced opinion.
