International FA's signing early?

I've come across an issue where when the International Free Agents are announced on the day that free agency starts, some of the players have already been signed by a team. Under the player's page it says they signed the exact day free agency started. How is this possible? I did not even get a chance to make an offer.

Anyone come across this, or know a way to either stop this from happening, or allowing me a chance to make an offer?

Yes it frustrating. Has happened to me a few times. I guess they get in before we do is the thought. I always play as Oakland so assume those teams wake earlier and negotiate earlier than my Oakland team.
