Historical game draft problem?

Im starting a game at the year 2012 and I dont have any drafting options. I mean I cant send my scout for the draft and the scouting option is not appearing on the screen. Is it normal? In league info I cant see the draft option the last thing I have is Edit with a blank after it

1 of 2 things happened:

Either (1) You didn't select to generate players at Age 17 so players will instead go to their assigned teams.

(2) You're looking in the wrong spot. Scouts just need to basically watch the Free Agent list as that is where players populate. The draft will happen but it's different than the regular mode.

My guess is it is more likely 1 than 2 though.
