Draft Class Strength in relation to player ratings

I just had a thought pop into my head... Say you were looking to use a quickstart with feeders that only had colleges feed into the main league, and wanted to include high school with that... obviously you would have a lot more players come into the draft pool, but would that really affect the talent in the league? I mean, if I were to use TCR at 200, wouldnt the game just kinda use development to even it out? And after awhile wouldnt it look the same anyways because wouldnt each player be rated based on the overall talent in the league?

So basically, I wouldnt end up with a TON of players with 80/80 ratings because they'd all be rated in comparison to one another?

Well, as long as the relative ratings are enabled (which are the default), you will always get balanced ratings displayed. Now, the actualy average quality of the league is obviously something else entirely and depends on the players that created and the development settings.

Thanks for the reply Markus. Would the development engine (in my case, slightly lower aging and higher development, and 200 TCR) try to keep developed ratings in balance with the current state of the league, or is it completely random?
