Can't submit offer to free agent?

I'm trying to sign an international free agent to a minor league contract with a signing bonus. I originally offered 2.8M, but he responded several days later saying he wanted 3M. I click "Meet Demand", but the "Submit Offer" button stays disabled.

Also, it's not just international free agents. I've had this happen several times signing normal free agents also.

Am I doing something wrong? Are there any workarounds?

Give them more money. It gets stuck in some kind of weird loop where they are asking for a figure that someone else offered them so you have to offer more. Could be 10k or 1 million more. Keep adding more until the button gets enabled.

Happens to me too and thats how I got around it

I offered an IFA 5 million and it wouldnt let me submit an offer, and i couldnt offer more because 5 million is the max

With IFA you have to be the first team to offer 5 million. Then it should come back in a day and say he has another offer. You offer 5 million again and he will come to your team. That process might happen several times.

But if you offer like 4 million. Other teams will offer 5 million and you will be locked out from offering 5 million.

Anyone I'm after who is asking around 3 million I just offer 5 million day 1. Always get him. Even if I have to counter 10 times with same offer. Have to get in there 1st

oh that would explain it. i knew that if you originally offered someone 5 million and kept offering it they would eventually come no matter what, but didnt know that if someone else outbids you to 5 million you cant offer 5 million.
