Not Receiving Compensation for Free Agents

I am playing a historical simulation starting in 1977. Only one year have I received compensations for Type A or B free agents and I am now in year 1990.I am not using 2012 free agency rules.

Are you sure FA compensation is turned on?

Tyoe A and B free agents have the compensation boxes checked off, but when they get signed by another team I do not receive compensation,
