Arm in fielding stats

I had a good arm, low range rf had bad numbers so I decided to move him to DH. His replacement is also not very rangy (but better) and has a strong arm too (that is what the market had on offer...)
However I'm in my second game of the season and he nabbed 2 runners on the basepaths with his arm. He still has a zone rating of -0.4 (based on him making only 2/4 routine plays) but I kinda don't think that would be his total fielding number involving him nabbing 2 runners on the basepaths too?

So are arm runs for outfielders not counted? That would mean fieldings stats massively undervalue statues with cannons and what I thought is a DH level outfielder might be a perfectly serviceable outfielder...
