Player Development Question

I am not sure if this is a bug or not, but when I get my player development report, it will say Player A Overall and Potential ratings improve to 5. However when I hover over the name it shows that it is 2 stars for both. This is happening over and over again on my Player Development Updates. I have a top notch scout and when I look at the player it is showing what the scout has him rated, not OSA. Is there something wrong? Or do I have a setting messed up?
