Changing Player Rating Numbers?

I watched the tutorial and I had a league started already. In the tutorial, you can change the 20 - 80 numbers to 1-10. How do I go about this to change the numbers to 1-10?

Also, I also having trouble trying to figure out how to go back to the first 5 steps of setting up the game when it asks what years you want to use?

Go to game setting then global settings and it's about halfway down on the left.
