Can't sign international draftees

Historical mode, international draftees can't be signed. Whenever I go to offer them a contract it tells me "this player is not permitted to sign with a foreign team" I just completed the 1983 draft and I know by that year international players were coming over to the NHL, so what can I do? I just drafted Hasek and I really want to sign him

I'd imagine you can't sign him because 1983 is before the fall of the iron curtain

The game is hit and miss with those. Some iron curtain players you can sign and some you can't. It's frustrating and wierd.

The signable ones are the ones who actually came over via defection, etc., prior to the Soviet/Czech players becoming freely available in the late 80's.
