Nation baseball quality is relative, not absolute
I had been ignorantly operating under the presumption that "Baseball Quality" in the "Explore World" screens is absolute rather than relative.
For example, I erroneously presumed that baseball quality in the USA would always be Very Good. While baseball quality in some third world country would always be non-existent.
What I discovered while making an international league is that baseball quality is relative to the nations of players/teams in my game universe.
In other words, I can take a nation with baseball quality listed as non-existent in an MLB game universe. But if most of the players in my game universe come from that nation, the baseball quality rises.
I haven't tested the following yet. But I presume if I create a game universe with no American teams or players, baseball quality of the USA (America) would become non-existent.
My best guess so far is that the "Baseball Quality" really is an indication of the ratio (percentage) of players in my game universe from each nation.
I read words in the online manual explaining that the "Baseball Quality" guides the number of players created by the AI from each country. Which is consistent with my guess.
So this all makes sense to me and OOTP 18 seems to be working the way it should. Just thought I'd share the realization on the forums for others who might be interested.
