Unable to load any skin

I don't know why but from yesterday, I can't even open OOTP with the message "Unable to load any skin" (I was playing OOTP 18 via Steam). I looked through some advices for this phenomenon and found out that it was relevant to the file "skin.bin" located in "skins" file. I checked that the file is still there and then, I don't know what's the problem.

In sum, each time I try to open OOTP via Steam, at first, my computer gives me "ootp found that crashed startup flag is set ~~~~~" and it tries to open OOTP but it fails to with a message "APP_FRAMEWORK::startup:unable to load any skin". Please help me ~ I can't find any solutions for it...
