Scouting director draft list is the same for all teams

I am in an online league that just switched to OOTP 18 and when I go to create an amateur draft list with my scout it creates the same list for each team, regardless of scouts.

I have confirmed that this is also an issue in our league in OOTP17 & 18.

This seems a pretty serious bug as it essentially nullifies the benefit of having scouts for the amateur draft lists.
